Warehouse limit down from 10 to 7?

Jik have 99 buildings, including 7 warehouses. System won't permit 8th warehouse. Last round had 10 warehouses. Did system change, or is there bug?

Thanks for insight. Now have 8, and will add 9th and 10th in future ticks.
