Wooden boards is a semi-finished goods. To produce one wooden board you need one cut wood. The max. QL of a semi-finished good or an end product is the QL of this product.
In your example wooden board must be QL 5 to be able to become QL5 during processing in your factories.
But an product will be only as good as its raw materials.
Therefore with cut wood QL0 your wooden boards will also be only QL0.
