QL calculations for manufactured Fashion Jewelry

I am making Fashion Jewelry from QL0 High-grade Steel.
My QL for making Fashion Jewelry is 10.

I expect to make QL5 Fashion Jewelry, but I seem to be making QL10 Fashion Jewelry.

Is this a bug?

This was a mistake in my calculations.
I was producing high-grade steel at high QL and not at QL0.

There is no bug.
